Battery gauge don't move

I have a 95 chevy c20 pickup with
battery gauage that don't  move lights
bright starts fast no drag got dash
lights turn signal been driving this
way for 5 days could truck be
charging battery

Put a voltmeter on battery as truck is running to see if voltage is 13+
