Touch rotor after running a short distance! BE CAREFUL IT MAY BE VERY VERY HOT! If it is i would suspect a stuck caliper pin or piston!

Assuming it has disk brakes! If it doesnt you may have a broken spring on one of the shoes!
i also noticed that it starts to smoke from the inside of the rim
