2005 dodge stratus coupe, can a wire
jumper be used to make the compressor
kick on, I've used that many years ago to
ck compressors on older vehicles.

yes....but...is it low on freon??low pressure switch?? not enough info..do you just want to check this one or over ride the safe sensors.

No idea on freon level, it's not kicking on possibly due to low freon but I would rather not blindly waste a can of freon.
