06 Dodge Stratus keeps randomly blowing #20
yellow fuse that controls starter & fuel pump not
slowing car to start with no dash lights lit. What
could be the problem?

Check wires going to starter making sure they are nice and tight. If that does not take care of the problem there is a short in the starter or fuel pump. Also check connection at fuel pump making sure they are nice and tight and no corrosion between contact points.
