My 2006 Charger R/T does not hold it's own when stopped

When stopped on a hill and I take your foot off the brake, my 2006 Charger R/T does not hold it's own, even a modest hill.  Dealer said it is mfged that way to reduce rear-end collisions when the car is stopped.(No brake lights)


Can this be changed?

There is nothing wrong with the car. Usually it's only manuals that roll back on a hill but some automatics do it too. My Toyota does it. The dealer said there was nothing they could do to stop it.
