I have a 2001 ford exsporer
somebody tried stealing it
they tore out the ignition
drum.i got a new one but i
dont have a chip key
anymore and the new one
doesnt come with one.i got
a key made that fiits it but
the security on it wont let it
start.it turns over but wont
start.

The answer is since you replaced the ignition lock cylinder and the new key, the only way the car will start is to program the key and lock cylinder to the cars system. To do that you need the proper equipment to do so. A normal DIYer doesn't have access to the software. A local mechanic or dealership will be able to help you. You'll probably need a tow.
