1980 CJ5 4WD high operation?

4WD high operation Q. I have a 1980 Jeep CJ5, 304, Dana 30 front, Borg Warner 4-seed and doesn't seeem like front tires pull in 4WD high without the hubs locked. Does it have to be locked in to make even one front wheel pull. In 4WD low the front seems to pull w/o locking hubs?

you will not have the front engaged with out the lockout being in the "locked" or "4x4" position, even if the Tcase is in 4H or 4L all that will turn is the drive shaft gears and axle shafts but the hub will not be engaged
