Broken Chrysler please help me again

Well I got this 2000 Chrysler
sebring and fixed alot on it now
I'm stuck. I found that the water
isn't circulating to the bottom
hoses top hose is hot and bottom
hose is cold I replaced the
thermostat and still no circulation
my water pump is turning no
leaking no noise? Please help me
figure this out
