The heater does not seem to be working. It only blows cold air. Should the control panel be repalced?

I own a 1998 Sharan. I am the 3rd owner. It has been well-maintained.

Check the blend door actuator,it is not flipping over,it is a pain to get to,it is on top of the blower box under your dash.
