oil filter wont seal

put new oil filter on when I start the car the oil filter gasket blows. this is the 3rd time. pcv value changed

Is there an old filter gasket stuck to the engine block? You can't double gasket an oil filter.

Check that any portion of the old gasket is still on the block. Try an OEM filter. Hopefully there isn't something causing the oil pressure to spike.

You guys are right on it. 2 gaskets on an oil filter mounting boss makes for a big mess.
