my cooling fan wont turn on and my ac blows air but not
cool .. what are some steps i can take to fix my problem?

You talking about radiator fan? Check applicable trouble codes, there are several possible trouble codes, related to your cooling fan and coolant temp sensor. You should be able to use jumper wires off your battery for voltage and ground to cooling fan, just to see if fan will run? As far as hvac, check to see if compressor clutch is engaged, you can usually tell. If it isn't engaged make sure refrigerant is ok?
