What are the little round lights in the headlight assembly

I have a 2002 Honda Civic Coupe DX and I cannot figure out what the little round lights are in the
headlight assembly.

basically... there are 2 settings on that model for the lights... the first one turns on the blinker light (not flashing) and the little light you are questioning, which are both just a part of the parking lights... the 2nd setting is the parking lights and healights... do i make any sense?
