telescoping steering install question

Greetings, I removed the telescoping steering wheel and find that I cannot lock the telescoping shaft to get the wheel to sit on the shaft splines to reinstall. When I put the wheel on without the spacers and screw the telescope lever into the wheel I can lock the wheel out but when I unscrew the lever mechanism it unlocks. How do I lock the shaft out far enough to set the wheel on? Any assistance is greatly appreciated.

it occurred to me to thread a 5/16 bolt of the same thread into the shaft and lock it out enough to slide the wheel over it. Sometimes slow.........
