dashlights will not light up

Start with the basics: Fuse. If fuse is OK, do you have them turned on, meaning by accident you dimmed them to zero? Then the dimmer could be bad also. The Fleetwood is like many cars, when the "eye" thinks it's daylight, they will come on and can not be dimmed, but at night they can be dimmed whether you have the headlights on manually or the automatic system has them on enabling the dash dimmer.
