1999 Deville blower motor won't turn off when car if turned off

I have a 1999 Cadillac Deville. The issue is that the A/C/Heat blower fan won't
shut off when I turn the car off, it just keeps running. I tried pulling the proper
fuses and it just stays running. The only thing that worked was disconnecting
the negative battery terminal to kill power to it. What could be the problem?

The blower's getting electricity from somewhere. You have an electrical short that keeps the blower electrified. Disconnecting the battery shuts off everything including the device the blower is shorted to. Go through the fuse box and start pulling fuses one at a time. when the blower shuts off, you've found the system it's shorted to. Then find the short in that system.
