2002 Eldorado starting problem

I have an Eldorado that I got from my brother before he died. He bought it wrecked and has got it mostly back together but it won't start. He replaced the steering column that came with the ignition key. He had jury rigged it with jumper wires to start it a few times but it no longer starts. Do I need to get a new key blank that matches the VIN or what???

probley needs to be wired up correct.or the whole wireing is burned up.
