Could be as simple as a fuse or the bulbs can be burned out.

I previously had a 2006 CTS. The right & left brake light bulbs did not last long at all. Within a four year span, I changed each bulb no less than 2-3 times. The third brake light was never an issue. When changing these bulbs, ensure that your fingers do not come in contact with the bulbs because the oils in our skin causes them to burn out sooner.
