my 2002 Ford explorer would not start, put new starter and brand new battery in, it turns over but will not run

Check the easiest first. Check the primary and secondary resistance on the coil with a multi-meter. Then check the spark plug wire resistance. If memory serves the resistance is 5K per foot, but do not hold me to that. Then check the plugs are firing. If everything ok there, check pressure of fuel pump, you will need a gauge, the procedure is simple. It's probably getting air into the engine unless you live in a very dusty area and haven't changed the filter in 13 years.

Also might check the fuel reset button. If you recently replaced it/them you might've shut it off when you was working on it and just forgot to reset it
