Car won't go past 30 mph. It seems as though it won't catch the next gear. When I get up to 30 it just revz as though it is in neutral but when it goes back down to 25 or so I can go up to 30-35 again

I did an transmission oil/ filter change
hoping that was the problem but it still
continues to do this.

It may a clogged catalytic converter. If so, it will not allow the engine exhaust to process through.

I had a very similar problem with my 1987 Mercury Grand Marquis. Driveability in lower gears (below city speed limit) was normal. However, speeding up e.g. on the highway was not possible any more. I needed a general overhaul of my automatic transmission. Most of the coupling elements inside the transmission housing were worn out and burned. If you have the same problem, a filter change and oil renewal won' t help at all.
