85 grand marquis

I have a 85 grand Marquis. Not sure what
motor, it's 20 miles away. It starts on
occasion. When you turn key to on it doesn't
power car you have to push upward on lock
cylinder to energize car. I personally think a
lock cylinder will fix it but I wanted a second
opinion.

I forgot to add that even holding lock cylinder in place to energize car still doesn't start it everytime
