I cant see the fuel pump having a fuse over 20 amp. however if the fuse blows right away its likely a dead short in the wiring to the fuel pump or whatever else is on the same circut as the fuel pump. if the fuse blows over a gradual amount of time it could be the fuel pump itself drawing too much power and blowing the fuse. it which case, replace the fuel pump. just a couple of quick ideas, hope it helps. good luck.

If memory serves 1982 ford had a mechanical fuel pump, located on the left side under the power steering pump What fuse keeps blowing?
