Why my 61 ranchero turns on without ignition swicht

I have a 61 ford ranchero and im trying to figure out why it
turns on with out any ignition swicht,  i have to unplug the
battery terminal, i changed the starter relay 2 times and
remove the ignition swicht cylinder ,don't know what else to
do ,help plz

If it is starting without an ignition switch I would check the wires in the steering column for a short.
