my Toyota Wish 2003 was stolen, is it possible to start and drive it without the
keys or the person had spare keys?

The car thieves these days are pretty jacked up. They will either tow it away with a break down truck or a Low Bed, or they will hack into the car's electrical and electronics for that particular vehicle, startit and drive away. Amongsthe the easiest vehicles are the ones with the keyless ignition systems.
