when attempting to decode errors from my1989 v6 pickup I get no diagnosis codes nor do I observe 2 sec flashing Check engine light, is the ECU working or not?

first I'd get new cables...or assure the cables off the black battery are 40 amp cables and are free of corrosion~ especially the one from the battery to the frame/chassis~ this one powers the ECU~ get everything nice and clean with a NEW battery...and I do believe that things will go normal then~

I verified power and ground cables are good, battery fully functional, There must be a simple test to verify that the ecu functioning properly.

check for volages at the ecu with the ignition on and off~ perhaps the connector is pulled out slightly...seen that before~
