Rear Wheel Locking up

I have a 2003 Honda HR-V AWD with a peculiar issue,

When driving forwards, I get maybe a yard or two and the rear left wheel completely locks up and will not turn, I appear to be able to reverse but then when I try to pull forward again it locks up after a very short distance. What could cause this?

Could be a broken brake part, of the emergency brake is hanging up.
