Hunting idle, sluggish start with smoke, delayed turbo

I recently had my clutch and pressure plate replaced on my A160 diesel.  
Since then I have a problem that the car is sluggish to start.  When it does it
smokes a lot, but that clears up.  While driving the turbo is sluggish and only
comes in between 2000 to 3000 revs, when it is still cold.  Problem appears
to disappear when engine is hot.  When the turbo does come in there is a
puff of smoke at the same time it comes on.

hows the water/seperator/filter?

Not sure, I do have to fill water in the mornings. I thought there was a leak I could not find. You think it there might be a problem with it.
