04 Explorer - lights, radio, etc. work - doesn't even try to turn over - won't start. Battery tested over half - 15 seconds later, high pitched chime under steering wheel - what is going on?

04 Explorer - lights, radio, etc. work - doesn't even try to turn over - won't
start. Battery tested over half - 15 seconds later, high pitched chime under
steering wheel - what is going on?  Can't get a tow truck into the garage I'm
parked in due to low clearance - gotta figure out how to get this truck started.

What does "battery tested over half" mean? Over 6 volts instead of 12 volts? If so, battery bad, needs 12 volts to start.
