Have you tried to step on it? Don't or you will have a can of worms. The emergence cables, and break system are frozen up with rust. Just don't use them.

Best you get it repaired. If you inadvertently step on the brake, and it engages, you may not be able to release it. Meaning, your stuck.

I have the same issue on my 2002 explorer xlt 4 door. The peddle is stuck in the up position and when I step on it its stuck solid !!!! How do I fix it???
