2005 Ford Ranger won't turn over

New battery, new fuel pump and filter. Lights and everything work in the cab,
but it won't turn over. Just sits and sputters. I checked the fuse and it's not
that. I had issues with a corroded inertia switch, so I unplugged it and
bypassed it with a jumper wire, which still looks ok.

Burp the fuel system by the Schrader Valve. Check the 145 Ohm resister behind the fuse box (you have to bolt it in) and also check to see if the Theft light flashes quick.
