You could try removing the handle for the hood release and see if you can see the cable that releases the hood.
I recently purchased a 1991 Camaro and found that hood will only pop when the engine is running. Not sure what will happen if the battery ever dies on me.
your car doesnt have to be running to pop the hood your cable has most likely worn in half
