Where is the cruise control controller on my '87 El Camino with 5L engine?

I bought a replacement for my cruise control controller and cannot find where it goes.  Please help me.

It's been awhile, but I think it's under the dash near the steering column. Look for a 4 wired flat plug coming out of the column.

I followed the brown wire from the brake pedal to the module as suggested. Perfect. I installed the replacement easily. The cruise control engages but still surges. I have checked all the vacuum lines I can find. I replaced one that was suspect before I bought the replacement controller and that didn't help either. I haven't checked the mechanical linkage. What would I be looking for there?
