once i use the wipers,i cant shut them back off unless i stop the car motor and turn the wiper switch to off,otherwise they keep on running,,is there a relay somewhere,s in the circuit and if so ,wher

Not sure if your El Camino is the same but I've had and seen many K5 blazer's and trucks 80's till 94ish where the wiper motor itself has a "stopping point" sensor that fails so the wipers dont know where to stop. Turning the vehicle off or pulling the fuse stops them, occasionally they will stop in a random position. I've had the switch OUT of the vehicle and the wipers stayed on with this problem.
